  • Tocsin
    2027

    The Wells County Regional Sewer District is investigating installation of sanitary sewer infrastructure in the unincorporated city of Tocsin.

    This area refers to the small group of houses located at the intersection of Main Street and US Route 224, northeast of the City of Bluffton. The area would also include the group of homes along N 600 E from US Route 224 to approximately 2,000 feet south of Tocsin. The remaining project area will consist of the structures along the forcemain alignment that will run down US Route 224 to the pump station on the west side of Tocsin to the tie-in location on the east side of the Kingsland area at the intersection of Market Avenue and US Route 224. The system then will ultimately transmit to the City of Bluffton’s sanitary sewer collection system.   For more details, see the attached service area plan.  This plan covers these addresses in Wells County.

    A Preliminary Engineering Report (PER) has been developed for this project and is available for review.  The purpose of this project is to alleviate failing septic systems in this community and begin the process of revitalization that can start once septic discharge is isolated from storm sewer/county tiles in the proposed service area.  

    We welcome feedback from residents along the proposed route.  Currently, the WCRSD continues to work with SRF regarding project funding and has established funding for the project area.

    The draft rate and bond ordinances are now available for public review.  The board met on October 14, 2025 to formally introduce these ordinances by reading of the short title.  These ordinances are under review and will be considered for adoption at the meeting to be held on October 31, 2025, at 1pm.

  • Reiffsburg
    Preliminary Investigation

    The Wells County Regional Sewer District is investigating installation of sanitary sewer infrastructure in the unincorporated city of Reifsburg.  A Preliminary Engineering Report (PER) has been developed for this project and is available for review.  The purpose of this project is to alleviate failing septic systems in this community and begin the process of revitalization that can start once septic discharge is isolated from storm sewer/county tiles in the proposed service area.  

    The proposed route would follow SR 1 N to Bluffton.  The route would add a spur to connect the houses along CR 350S.  We welcome feedback from residents along this route.

  • Petroleum
    Preliminary Investigation

    The Wells County Regional Sewer District is investigating installation of sanitary sewer infrastructure in the unincorporated city of Petroleum. A Preliminary Engineering Report (PER) has been developed for this project and is available for review. The purpose of this project is to alleviate failing septic systems in this community and begin the process of revitalization that can start once septic discharge is isolated from storm sewer/county tiles in the proposed service area.

    The proposed route would follow one of two proposed routes.

    Route Option 1 would follow SR 1 north from Petroleum to join the Reiffsburg force where it would end at Bluffton.

    Route Option 2 would follow CR 900S east from Petroleum to Domestic and then from Domestic the force main line would continue west along CR 900S to SR 116. At SR 116, the line would turn north and join into the Adams County Linn Grove project area.

    We welcome feedback from residents along both proposed routes. We want to serve areas that are beneficial to most residents of Wells County.
